Since birth, anyone could tell that our little ad man would never belong. His eyes, too beady; his body, too short, too fat. No, his face itself looked almost deformed for a "normal" human. No, he could never look normal; his appearance reflected his personality... so strange, so very crazed.
Standing straight without his over sized hat, his barely scrapes a mere five feet. With his various tall hats upon his head, he has managed 5'6. Yes, half a foot, just by his hat. He is a little meaty, but it doesn't show that badly. He just looks like a little chubby kid.
His hair, mousy and a dark orange, seems to be shedding off him. Normally think, his trips to Arkham finally seem to be affecting his physical features. His eyes are a murky brown, expressing all emotion that hits his mind. Usually wide and wild, they seem to glimpse into his very soul. What a strange wonderland.
A suit of blue of green, usually a size or two too large for him, making him look like a boy who found his father's wardrobe. He has an over sized bow, adding on the pure fantasy in his mind.
His face itself is a window to all that he is, all that he feels. No, he never learned how to thoroughly shield his emotions from the harsh, aging world around him. His teeth, over sized, making him almost have a harrish appearance. His face itself is so young, and at the same time, it shows the weariness that he never feels, that he honestly can't be aware of.
Personality:
Bliss, sadness, insanity, and brilliance blend together to make the perfect concoction for this madman. Diagnosed with an assortment of illnesses, he is described as a paranoid schizophrenic with O.C.D. and let's not forget that he is immature, delusional, and manically depressed. Oh no! He's a genius as well? Isn't that the case with most of the Batmans's enemies?
He seems to bond better with children, and was once hired to use his hypnotic tools to kidnap girls. He has been accused (as well as Lewis Carroll) of pedophilia. Isn't that such a great tale? They show a great affection for children and this is what they get! Justice these days; makes you wanna lose your religion sometimes.
He just wants hats, hats, hats, and did I mention hats? So much like the Mad Hatter, Jervis is. His obsessions with hats and Lewis Carroll started out from a young age, and has grown severely.

Villain
Background and History:
Growing up, he was friendless (is it a shock?) and alone. He excelled at grades, and ends up becoming a scientist. He boards with a certain Ella Littleton and her daughter, Connie. Too bad for him, Connie gets herself knocked up and decides to say that her pleasure was actually torture. Ella convinces Jervis that the Gotham Hawks baseball team consisted of "bad" boys. He used his mind-control device on a member of the team, and the kid makes a pipe bomb. Boom. So, a horrible tragedy occurred because of a simple lie. Of course, it took year for the connection to hit Gotham's finest. Later, he gets the brightest idea to steal a trophy from the Gotham Yacht Club. Batty gets him, and it's bye-bye to the normal world for a while. Back to Arkham Asylum... so much fun.
So, while the real Carroll-obsessed man is stuck helping the dear Poison Ivy get plants to cross-breed, an impostor decides to make an appearance. He loves hats too, only he has made weapons out of them. He wants Batty's cowl as a prize, but screws up. He runs off, but eventually gets killed by the real Mad Hatter.
(I have to add the best episode in the animated series to his past. xD)
Jervis gets an actual office for testing his devices on animals, and thanks to Alice in Wonderland, his secretary, Alice Pleasance, was the target of his misguided and dysfunctional brand of love. After her boyfriend dumps her, he decides to take her out on a night in the town. She thinks that it's just to cheer her up, but he thinks that it will make her fall in love with him. After realizing that it wouldn't work right, he makes his own Wonderland with the mind-control devices, one in Alice, too. Batty finds out, and uses his gizmo's and gadgets to save the that for Alice and the others, but destroy Jervis' whole day. Back to Arkham? Of course.
Currently, our friend is now trying to figure out what to do next. A breakout, of course, of Arkham Asylum. What's next for out hat-loving fiend?

His brain is a weapon itself. He has a great knack for making mind-control devices, and he knows how to get out of sticky situations.

Example Role Play:
Pacing in an asylum wasn't very wise, seeing as that was a bad sign. The Mad Hatter knew it, knew it almost as well as he knew every word in Alice's Adventures in Wonderland. And yet he paced; back and forth, back and forth. A fun rhythm danced around in his head, matching the pivots he made as her turned. What to do, What to do? It isn't like this situation is brand new! he thought, eyes flickering to the left and right. What about the rumors? What about the mass breakout? Would he be forgotten like an old toy or an one eyed doll? A cold shudder went through him, and he stopped. Expression read fear, it showed anxiety. He would get out; he had before.
Finally the door open to his room or cell, whichever you wanted to call his "home". They all knew his home was Wonderland, that he was having tea with the March Hare. He turned, his eyes expressing a tone of wonder, then fear. He knew what the man had. He had learned not to fight it anymore, that nap time wouldn't be horrible. He stood still before letting him guide Jervis to the bed. He felt the sting of injection, and he slowly laid down on the hard bed. With a slight grin, he waved goodbye. And then, he was home. They greeted him, the Rabbit, the Caterpillar, everyone. Alice embraced him, and he felt whole again. He secretly loved naptime...
