It has been two years since the joker first struck the streets of Gotham City, and a year and six months since he was dragged, laughing and shrieking into the number thirteen high security cell of the Arkham Asylum. The streets in Gotham are finally quiet and the major criminal activity of the city is beginning to dull down. Bruce Wayne has put up his batman suit, for what he thinks is for good, and has decided to focus on all the normal things about his life. He has adopted an orphaned circus performer, a young man named Dick Grayson and continues to expand Wayne Industries. Elsewhere, a young woman with a bright future and a new degree sets out for a career in psychology is rewarded with seventy two sessions with a very interesting patient and begins to ponder the question "Who's curing who?" When suddenly and without warning, a new criminal is on the loose, and it seems, following in the Joker's footsteps, bringing bravery into the hearts of Gotham's criminals. With the crime wave rampant, Bruce Wayne is forced to give up his quiet life once more and become batman. Enraged with this news, the Joker breaks out of Arkham in attempts to track down the creep who's stealing his act.
